After importing your ships and resources into C4 PTR, you can create a fleet from your faction CSS and use it for actions such as movement, mining, scanning, and other fleet operations.
This guide explains how to create a fleet, add ships and resources, undock it, and access its available actions.
Before you start
Before creating a fleet, make sure you have imported your ships and resources into C4 PTR.
If you have not done this yet, check the How to Get Started in C4 PTR and How to Import Assets in C4 PTR guides first.
Once your assets are imported, go to your faction CSS and enter the Starbase.
Step 1: Open the Hangar
From the Starbase menu:

Click Hangar.

Click Form Fleet or Create a New Fleet.
This will open the fleet creation screen.
Step 2: Add ships to your fleet
In the fleet creation screen, you can choose which ships you want to add to your new fleet.
To add ships:
- Find the ship you want to add from the list on the right.
- Enter the quantity you want to add, or click MAX.

Click Add to Fleet.
The selected ships will be added to the fleet staging area.
You can repeat this process if you want to add more ships to the same fleet.
Step 3: Add resources and supplies
After adding ships, you can add resources and supplies to your fleet.
Your fleet may require different resources depending on the actions you want to perform:
| Supply | Used for |
|---|---|
| Fuel Pod Fuel | Required for fleet movement, such as Warp and Subwarp |
| Ammo Pod Ammunition | Required for combat and for mining with most ships |
| Food | Required to mine raw resources |
| Repair Kits | Required for scanning, fleet repairs, and Starbase repairs |
Note: Armstrong miners do not require ammo for mining.
To add resources or supplies:
- Click one of the fleet storage areas, such as Support Modules or Support Cargo Hold.
- The list on the right will update and show available resources instead of ships.
- Find the resource you want to add.
- Enter a quantity or click MAX.
- Click Add to Fleet.
Be careful when selecting fuel or ammunition. Some resources have different versions depending on where they are stored.
For example:
- Fuel - Fuel Pod is used for fleet movement.
- Fuel - Cargo Hold is stored as cargo and is not used the same way for flight.
- Ammunition - Ammo Pod is used for combat and mining with most ships.
- Ammunition - Cargo Hold is stored as cargo and is not used the same way for combat or mining.
Make sure you add the correct version for the action you want your fleet to perform.
Important: choose the correct fuel and ammunition type
Some resources may have different versions depending on where they are stored or how they are used.
For example:
- Ammunition - Ammo Pod can be used for combat.
- Ammunition - Cargo Hold is stored in the cargo hold and cannot be used for combat.
- Fuel - Fuel Pod is used as fleet fuel.
- Fuel - Cargo Hold is stored in the cargo hold and is not used the same way as Fuel Pod fuel.
Be careful when adding fuel or ammunition to your fleet. If you place the wrong type in the wrong storage area, it may not be usable for the action you want to perform.
Step 4: Form the fleet
Once you have selected the ships and resources you want to add:
- Review the fleet staging area.
- Make sure your ships, supplies, crew, and resources are correct.

Click Form Fleet.
Your fleet will now be created.
Step 5: Undock your fleet
After the fleet is created, it will appear in the Hangar view.
To start using it:
- Select the fleet from the Hangar.

Click Undock.
- Wait for the fleet to undock.
Once the fleet is undocked, you can close the Starbase and Hangar menus.
Step 6: Access your fleet from the map
You can access your fleet from the main map.
To find it:

Open the My Fleets menu from the top menu bar.
- Select the fleet you want to use.
This will open the fleet view on the left side of the screen.
From this view, you can see the fleet’s status, supplies, cargo, and available actions.
Step 7: Use fleet actions
Once your fleet is selected, you can use the available fleet actions.
Depending on the fleet and its current state, available actions may include:
- Dock
- Warp
- Subwarp
- Warp Gate
- Repair Base
- Repair Fleet
- Destruct
- Mine
- Scan
